Hankei, commonly known as Noda Zenshiro Kiyotaka, was born in Mikawa and was a gunsmith by trade. He accompanied Ieyasu to Edo, where he studied under Akagari Sohachiro, a gunsmith living in Nihonbashi Teppocho, and further honed his skills as a gunsmith. He later moved to Sunpu with Ieyasu in retirement, and is said to have begun forging swords at that time. After Ieyasu's death, he returned to Teppocho and served the second shogun, Hidetada, forging swords with the Hankei Mei and guns with the Kiyotaka Mei. He was born at roughly the same time as the first Yasutsugu and was a pioneer of Edo blacksmithing. Shinto Saijo-saku.
