Araki Tomei (1817-1870) was born in 1811 in Ooinokamamachi, Juunikumi, Kamigyo Ward, Kyoto, as the eldest son of Yohei, a rice merchant and rental shop owner.
At the age of thirteen, he began studying under Goto Tojo and was initially named Hidenobu. He was later allowed to use the character "Higashi" (東) from his master's name and changed his name to Toumei. He further trained under Goto Ichijo and was granted the art name Issai. He was particularly skilled at painting pictures of millet ears, and he created elaborate and realistic depictions of ripe millet ears.
